The committee found not many identifiable testable statements in the Recommendations:

• only gleaned from prose
• distinctive markup would have been useful

Testable statements are not the only basis upon which tests are developed

• committee may come up with additional testable statements to be considered for incorporation into the Recommendations
• important aspect of "Candidate Recommendation" phase
